Internet Cables Cut

ABC News published last February 4, 2008, an article titled "Conspiracy Theory emerge after Internet Cable cut" (http://www.abc.net.au/news/stories/2008/02/04/2153974.htm?section=world). Lets remind the facts : underwater internet cables have been cut in the Egyptian port of Alexandria and then near Dubai. Other articles say 5 internet cables have been cut (http://theuglytruth.wordpress.com/2008/02/05/internet-cables-cut-prelude-to-war-or-simply-a-warning/). The consequence has been the interrumption of internet communications in India, Egypt, South Asian countries to several millions of people. Who is responsible? Is it just an incident ? Is it possible to secure submarine infrastructures?  Several theories are proposed about the incidents: the US might have cut the cables to deprive Iran on Internet access ? Conspiracy theories are emerging. Is this information warfare operation made by the United States? Let's remind that last year several computer network attacks targeted occidental countries : the USA, France, Germany, United Kingdom, Estonie, etc. The authorities of these nations said the culprits were chinese militaries, russian government. But the origin of the attacks has not been prooved. Today will the international community find the real culprit of the incidents? The important question is : who is the culprit? Is the incident a use of force against sovereign nations or is it just a form of cyber crime? Are the nations involved in a cyber conflict? Which are the impacts of such "incidents" against the information space?
